Question by Vio: How to describe a character like this in a story?
She’s sometimes charming, but usually only does it it to get her way. Her kindness is usually false and she lies a lot. She singles out people she doesn’t like for victims of her pranks. (pranks include public humiliation, stealing, etc) and she’s the antagonist of the story.

The adage for writing is “Show me, don’t tell me”.
In movies, it’s a PTD (pet the dog) shot, the one in the first 20 seconds where you see a main character stop to pet a dog, help a stranded cat, amuse the crying child of a harried mother, or some other good deed.
In your writing, you allude to something she did and show others’ reactions to her.
I stopped chewing in fright, a bite of ham sandwich parking overtime in my mouth, as Sherrie sashayed up behind my best friend at our lunch table. She had on that smile, the one that makes it almost possible to forget her personality behind that gorgeous facade.
“Hi, Ricky,” she crooned, her voice dripping in adoring treacle. “How’s the Math Genius doing today?” He inhaled sharply; I watched for signs of apple stuck in his throat.
“Ian’s grades are just as good as mine,” he protested, giving me my due.
Her mouth didn’t twitch — a bad sign, even with those perfect teeth — but her eyes closed me out of the conversation as effectively as if the ham were lodged in my throat.
“Ian’s not as helpful,” she pouted.
“Maybe he remembers when you replaced the raspberry filling of his birthday cake with hot sauce.”
“I did no such thing,” she said, barely maintaining the pout.”
“A trusted friend watched you do it,” he accused with finality.
“She did not! And who are you going to believe — a second hand report who only wanted you to take her to the one dance, or the girl who needs you so much right now? I’ll take you to the new Laika movie, how’s that?”
I finally managed to swallow.
“Just how did you know this ‘trusted friend’ is a girl?” I challenged, “unless you saw her watching you do the sabotage?”
See how it works? I know, this isn’t very good. I’m still practicing.
